I think the problem with such a measure is that it asymptotically goes to 0. But this could be an adjustment for low views, say upvotes / views > 10% if #views < 100 else upvotes > 10

The actual value is not important I guess. 5? 3? Whatever has a good chance of getting reusable questions over the bar easily, but leaving non-reusable ones in the grey area. If the n first votes are only some sort of validation that your question is reusable and well written enough, they will be easily reached, even on low-traffic tags. Maybe somehow invertly ponderate by views? (i.e. a high upvotes / views ratio would somehow push it to HRP status easier)

@Cimbali So maybe set a threshold, such that HRP := (Score >= 10) I'm not sure to understand quite right what you mean by that then. Trying to create an incentive is a good idea, though with what you actually suggesting high question scored from high-traffic tags will tend to get in front to equivalent HRP questions from low-traffic tags which drain less upvotes (< 10) and possibly go in your gray zone. Or maybe I don't understand something in your proposal.

See it as an idea to create a positive incentive to upvote posts that would be "more deserving" of an answer. The other option is to encourage people to downvote more as enderland suggests, but this is already less favoured by the system. | |

Positively scored questions show up higher on the list when looking for an answer. When looking for questions to answer, the negatively scored ones already fall off the page, and the positively scored ones stay on.
