One of the principles of criminology is that the most effective way to reduce crime is to increase the likelihood that the criminal will be caught (read the excellent work of Cesare Beccaria, "On Crimes and Punishments"). You make the salient point that the audit system isn't necessarily meant to improve review quality, but to create a perception that abusive reviewers are likely to be caught. That's how you measure the audit system-- how likely is it to catch an abusive reviewer? If the likelihood is high, it is a successful system. | |
