##So, this is something new?

Yes, it's something that is shortly going into production on Stack Overflow. The community managers and developers will be monitoring it closely and making adjustments as needed. Hence, this is being FAQ'ed here on Meta Stack Overflow before going into the help center proper.

This new system should do a better job of allowing for new users to become acclimated to the system without being in danger of hitting a long-term block, while doing a good job of helping to cut down on the amount of low quality questions that we receive. It's part of the Stack Exchange quality project (related on MSO | related on MSE)—and is just one of many things heading into implementation.
