Clarify who "we" are now that user is deleted. (I think "admin" is the right word but not sure.) Add link about pictures of code. Clarify what "that which" is referring to.

If we have a spam issue with new contributors, better to attack this with specific user, instead of putting a constraint that affect usability of all questions from such subset of users.

This makes life harder for people trying to help and makes the question not self-contained.
