Giving the rep to someone else doesn't really matter but when someone else's outdated answer gets the bounty label, it just reinforces the supposed "correctness" of that answer. | |

So the quality and importance of the addition (and to at least as great an extent, the popularity of the subject matter) are more significant than the activity level of the answerer. | |
