The answer is not to penalise people for asking and answering questions. The answerMy suggestion is to make it easier for person C to find person B's answer e.g. on the dupicateduplicate question, allow people canto link direct to the answer for the original version of the question. IfThen introduce a feature that if one of those linked answers is accepted as the answer, then magic happens and the question is automatically merged into the original.
