You end up with a "consensus" as to some problem because it has poor tooling around it, so SE goes and improves the tooling around that problem, and a year from now you end up with people over-emphasizing that tool to the point that they're adding little value because "it's the most important moderation action".

Mod A might find researching duplicate posts tedious and not do it much, where mod B might find reviewing suggested edits onerous. Plus, the OP also said "Add as you see fit" which invites open ended lists.

The exmaples in the question are just touching the surface. There's also edits, tag cleanups, voting, all sorts of queries you can write yourself to find problematic content, just trolling through the questions list looking for stuff to fix, etc. And everyone, even moderators, are going to have varying opinions on how much each possible action helps. There is no real way to objectively state which option is "best".

When someone asks what programming langauge to learn they want one person to answer with a bunch of detailed information explaining a list of options, benefits/drawbacks, and making an argument for some conclusively best option. What they get is a bunch of people saying, "pick mine!".

Different moderators (and site users) are doing different things, have different opinions as to what actions are more important for the health of the site, as well as how much effort different actions take. Furthermore these things are constantly changing over time as moderation tools evolve, as new problems arise or go away in questions, etc. The question just isn't really answerable, any more than, as I said earlier, "What is the best programming language for met to learn?"

After that, any action that makes the job of the moderator easier helps (research duplicate answer flags, tell moderators that a post can be merged based on them, etc.).
