I've checked the bit-fiddling tag. It has only 16 questions, all of which are about bitwise operations, and no one is watching it. It has a wiki excerpt:
Doing operations on individual bits or pieces of data shorter than a word, usually in name of efficiency and with a cost in clarity. The main tools are bitwise operations (and, or, etc.), shifts and rotations, and bit masking.
which is also about bit manipulation bit-manipulation:
The manipulation of individual bits. Operators used may include bitwise AND, OR, XOR, NOT, left-shift, and right-shift.
I suggests adding it as a synonym to bit-manipulation.
Or should we retag those questions and remove the tag?
I'm not sure about the native usage but Google considers "bit fiddling" and "bit twiddling" synonyms of "bit manipulation" when you search for either of them. Below are some example I found
