Or another one, the new users are not shown the downvotes on their question, only seeing 0 or upvotes, but everyone sees the real count. After the user notches 100 EXP, then they can see the reality

Close votes don't signal quality (primarily), they signal scope and if it's on topic. Downotes signal quality (primarily), which isn't the same as scope or being on topic

scrum and agile were never on topic or in scope. Just because programmers and developers thought that they were the only ones in the world using those techniques doesn't mean they weren't just putting anything they could into the Ask Question page
