Not downvoting is just one aspect of "Users that don't moderate!". I prefer to close question when I can, or leave comments. If these don't help, I downvote, which doesn't happen often. Also: Downvoting questions does not cost reputation, so you don't really know what the "SpentReputation" is. You need a better criteria.

comment Question quality is dropping on Stack Overflow
Probably related and a suggested solution: Reference - What does this regex mean? (and meta discussion). I'm not sure how effective it is, but closing many of these question is definitely a good idea. For the record, I am also a lot less active than I used to be, but there are various reasons for that. Not finding interesting question is one of them, but not the main one.

@A.Donda - it should only effect the immediate block after it. I've updated the answer to clarify that. Is that better?

@ShaWizDowArd - Nope. Just use the same/similar syntax. That isn't even a code block after the comment. Maybe <!-- MATH --> is better.

I never missed math on Stack Overflow, but that's another discussion. If it is needed as many people claim, it looks possible.
