Not downvoting is just one aspect of "Users that don't moderate!". I prefer to close question when I can, or leave comments. If these don't help, I downvote, which doesn't happen often. Also: Downvoting questions does not cost reputation, so you don't really know what the "SpentReputation" is. You need a better criteria. I'm not sure how effective it is, but closing many of these question is definitely a good idea. For the record, I am also a lot less active than I used to be, but there are various reasons for that.
