How about simply posting 2 separate answers if you are suggesting more than one solution to a problem? Then each can be linked to and voted on independently and you don't have to worry about bookmarking sections. I posted this answer recently about multiple answers from a single user.

they can, but if the solutions are substantially different, they may be better as separate answers so they can be voted on / or accepted in isolation. If both answers are together in one post, then the accepting user isn't likely to implement both of the solutions, they will choose the best or preffered part.

I can see one possible reason for a downvote on the question I'm assuming you're talking about. You posted the exactly the same code that was already present in 2 answers that appeared before yours. Now whilst this was by general consensus the fix in this case, if you can see that the question has been answered before you post, then there's little value posting the same answer, otherwise you may be accused of simply copying the existing answers.

while an answer might be marked as correct and the user accepts it, what's to say it's actually the best answer. Say for example your answer doesn't account for a security issue that another answer covers. Just because the user accepts it, doesn't mean it's necessarily the best choice. Also, users are free to vote however they choose. If yours truely is the best answer then it will accumulate more up votes over time if it's a good answer, so you shouldn't worry about a single downvote. If there are multiple downvotes, I'd look to improve the answer as there's probably room for improvement.
