I'd say it's above the norm. Probably it's the devil's circle here: the more audits you fail, the more you get. The more audits you get, the more you failed (because a lot of audits are "broken by design").

It's definitely off topic, and no, it's not about writing about programming as your title suggests, it's about reading about programming. My first thougth was, it would be on topic on Writers.SE, but when I've clicked on the link, it was 'hell no'. English.SE or ELL.SE would be the correct site.

Rep for reviews wouldn't motivate the reviewers, just the opposite. It would demotivate them to do a lot of poor reviews only for rep.

Well, actually, 'close' doesn't especially mean 'unsalvageable' because the question is 'on hold' and can be improved. 'Unsalvageable' should be for VLQ, spam and offensive only.
