And now due to the meta effect it stands at -3. I guess for me this is more about being frustrated by seeing 50 poor questions for every good one, and then seeing poor questions up-voted to boot

If you google "first month of quarter" even without mentioning Python, the question's already on the first page. This could well make the question useful to those with the same question regarding other programming languages (if they are willing to unravel a little Python syntax) and makes this a valuable question.

I believe that being labeled as closed is a stigma and might prevent less persistent users from scrolling down to the answer

While you may have a point, be scared of going to work for companies that require you to read "Who moved my cheese"; it's a warning there's likely to be constant unmanageable change.

If you want to beef up the research behind your question you should have added citations. Regardless I agree with this question being closed, especially the way you have asked it. If with regard to GC-languages generally it is too broad, if with regard to Java specifically, perhaps consulting the Java specification is your next step. And closing this question has nothing to do with being "hostile to inexperienced programmers", that's just self-pity.

I once saw a custom license plate and thought it said EMBRYO when it actually said FORMYBRO. Funny thing is, the person in the car with me at first thought it said EMBRYO too
