@BradleyDotNET: Thanks! Distinction to "unvoted" crossed my mind, though I thought it would be too marginal for the start (apparently not). I disagree with the posts "throwing away half the information", though - sind the sum of votes does not show spread. --- "Lack of evidence" could be applied to "allowing downvotes is good" as well. Evidence to either result would be good - that's why I'm asking.

@gunr2171: I personally don't like "force comment with downvote" particulary. Other options would be don't allow to downvote below zero, or show a total below zero as zero. Neither of which is perfect.

@psubsee2003: fair quesiton, but I don't know how to measure "hostility". It is a feeling, and I feel this feeling is shared with others. Which is one reason why I asked for advantages.
