I think that the different minute would be the reason why it was not reversed, but I'm sure it's from the same user, I've not been active at all since a few weeks, I don't get any up/downvotes and these answers are relatively old.

@mikeTheLiar Because electing 2-3 moderators in a long while wouldn't compensate the already 2000 20k+ users that would have this priviledge. It wouldn't be such a great advantage as the OP's idea.

Seems due to the bounty. When people are listing the bounty questions, they tend to upvote lots of them (a good number not deserving it). That's a phenomenon I don't understand, though, as if the question hadn't a bounty they probably wouldn't upvote it.

The review questions that appear in the queues are selected automatically under certain circumstances. If you feel this shouldn't be one of them, simply downvote it (or cast a close vote when you'll have 3k+ reputation).

Usually comments are meant to clarify before giving an answer, if I find some answer useful amongst the comments, I'd ask the author to leave it as an answer in order to accept it (if he wants, of course).

That would be a good idea, since it would make sure the user has some idea about the question and therefore might have some criteria to decide, this would however need to enable up/down voting in the close queue

there are still a lot of people who ignore the rules that are right in front of their faces: I think this is the biggest problem. You can put there anything you want, people don't read. And also is people who blindly approves/proposes anything that comes to that queue just to get a badge/points.

I wouldn't take it to heart that much, this kind of policies aren't meant to wind up people, but to avoid a very generic pattern of titles as they are later much harder to find (both in the SO search bar and other search engines). For example, under the android tag you see dozens of questions with "Unfortunately, <appname> has stopped" as title per day, which is the default error that appears when an unhandled Exception happens. No descriptive at all. I know it's not your case, but if that prevents general titles, I support it.

As far as they still try to answer the question, I usually do nothing with them untouched. However, the I'm having this issue too are useless and probably it's ok removing that statement, too.
