While goo.gl should be on the list, goo.gl/maps, goo.gl/forms, and goo.gl/photos can only point to Google Maps, Google Forms, and Google Photos respectively. I don't know if you want to add an exception for them. This might be useful: meta.webapps.stackexchange.com/q/2482

fb.me is also probably safe, as that can only point to facebook.com.
