Maybe Edit if you can fix all the problems with this answer (from the review instruction) isn't clear enough - we might want to add that unsalvagable answers must not be edited? Recently, the inappropriate editing seems to happen more frequently and consequently I have to re-flag NAAs (from the late answers) with custom mod attention flags to get them deleted

my advise would be to not go into a debate: you made your point in the first comment (which you might improve a bit by acknowledging that the user right now can't yet do the optimal but will in near future when s/he contributes by the rules - that not being an excuse to break them) and simply flag/downvote/delete with all the tools that are available to you. Then move on.

@BillWoodger in UX, anything that disturbs the user is a very good reason not to do it - "subjective" or not is completely irrelevant. User rules. Period.

It's annoying. Annoying stuff is bad UX. Bad UX shouldn't survive. The way out is easy: MAKE IT CLOSEABLE.

+1 what really annoyed me with the new restriction was that I was forced to think about a way around: usually, I explain my vote (at least my downvotes, sometimes the upvotes as well). Plus, in the tags I'm considering myself an expert, I leave them around as an incentive to others to vote as well, thus weeding out the crap and bubbling up the pearls more quickly :-)
