This doesn't sound like a terrible idea to me. The one thing that's more annoying that crap questions wasting people's time is crap questions wasting people's time and going out of their way to make absolutely sure that nobody can ever again possibly benefit from any effort that's already been invested. In general it sounds like a special case of "hey, I got my answer now, k thx bi" syndrome. Anything that encourages askers to take a bit more time before posting and put in a bit more effort curating things after posting has to be a good thing right?

Usually deleting answers just because they're scored 0 is wrong. If you put the effort in to writing a good answer they probably are useful to future readers, even if those readers don't/can't vote. Sometimes you'll get an accept 2 years after you answered. Or a random burst of votes. You took the time to write it, don't make that wasted effort without a good reason.

This is exactly it. I stumbled across some really wrong triage reviews this morning and took a closer look at a sample around that time as a result. I'd estimate that around 30-50% of "requires editing" votes should be "unsalvageable" instead, which needs to change to make H&I queue better.

@podiluska the ones I destroyed I would likely have failed to spot without the comment that was added by someone (helpfully) highlighting the issue. I'm alert to the MO now, but it's hard to spot sneaky stuff always given the current SNR on spam flags.

Most moderation is community handled by design, but the community driven process doesn't have the same access as elected (diamond) moderators do. So moderators can make migrations to niche sites on the network which simply isn't an option available to many people reviewing questions.
