Your question is self-contradictory. Any "utterly useless story related to the question" can obviously be edited out without changing the meaning of the question.

@Davidmh: the default Lucene scoring formula already discounts terms by their frequency in the index. Looks like it needs more aggressive stop word filtering.

@JonathanLeffler: by s/C/C99/ in the question, it becomes 41 chars long and the answer is complete again (except maybe for a quote).
