@Manishearth I think the overhaul of the review system is a good counterexample. They proposed a new system on MSO, got overwhelming positive feedback, and were able to iron out issues before putting it live on SO. Seems like they're doing an overhaul of duplicates/closing questions, but incrementally and directly on the live site.

@Manishearth Besides, in the process of the eval, about half the questions in there I ended up editing, which surely skewed the voting results anyway for people voting later.

@JonEricson Yeah, I agree doing the evaluation itself is smoother now. But I'm a little concerned we get less out of the evaluation with the review queues.

+1 for doing it on the second vote. That at least is a sign that there is some consensus the question is out of place. And I have seen close vote abuse from at least two different users on a beta site before. Even with a suspension, their votes didn't get revoked/age for a long time.

At the least it needs to be two votes (if not three), even on beta sites. I've seen a user go through a bunch of old questions and revenge-vote them as "too localized". Nobody else agreed, but they also didn't age very quickly being on a smaller site. Two close votes is a more sure sign that something is up with the question.

Related: meta.stackoverflow.com/questions/103247/… - a citizenship level would also help beta sites see how active their community really is, because a 200+ rep counter doesn't cut it.

Rep doesn't always measure activity/citizenship level. Not really an issue on SO, but on beta sites there are people with high rep that haven't been around in months and people with low rep who don't answer questions, but constantly help guide new users into using the site in the hope they stick around. Accept rate didn't capture that either, but "citizenship level" is a broader metric than just checking a green checkmark.

@Some The language beta sites sometimes have questions that are split with Linguistics or some of the other cultural sites (all of which are also in beta). If the mods can pick the sites, then they can use their best judgment whether to include beta sites or not, I think.

comment Difference between private and public beta
You have to have been active "enough" during the private beta, not just a member. If nobody on the site has the badge though, it's possible the beta badge script wasn't run properly and you could ask about that.
