@YannisRizos Sure they can. It only prevents them from circumventing the ban when they have the same IP address, which is like putting a chair in front of the door and pretending the door is locked.

@YannisRizos It doesn't prevent people from creating secondary accounts. Even with an IP ban, it's trivial to create a secondary account. How can you know people aren't creating secondary accounts? If, as far as the system can tell, it's a legitimate different account, there's no way to track it.

It depends whether people are doing it through stupidity or just a disregard toward rules. Why is let me change accounts such an easier conclusion to make than let me change computers or let me switch my network?

@random If this is still happening, and the other one is status-completed, then why is this a duplicate? Isn't it a bug if something previously completed is now reoccuring?

@Mat I think it's a problem if we have to wait 5 minutes to downvote something. It's better to have immediate feedback if your answer is amiss.

Where do you get your number 109 tabs from? By my count, there would be at most 9. Also, I'm not sure that the ones on the front page are actually more important. I almost never go to hot/week/month, but I go to newest/unanswered fairly frequently.

This answer doesn't really make sense. If the pages were merged, there would be no less access to information than there is now. Everything you can see now could still be seen, except that you don't have to keep track of whichever page it was arbitrarily put on. Also, the distinction your making between the front page and the questions page isn't actually true: both pages have filtered lists of questions, and sorted lists of questions.
