I think they key is to get users in the commitment phase to do something useful. The most useful thing is to build the community somehow. Not sure what's best, but that's my $0.02.

Well, I'm not sure what would be best, but there needs to be some kind of involvement during the commitment phase more than there is now... I think if people are more involved during the commitment, it will lead to higher commitment fulfillment, quicker community defining during beta, and better communities as a whole. meta.stackoverflow.com/questions/92836/…

I don't think that's the answer either, unfortunately... New users join all the time in the commitment phase. Most of them will be the actual users of the site, as opposed to the definition stage folks...

BTW, I should add that a key part of this proposal is to only allow committed users to continue to define the scope of the site. If they stop committing, their votes ideally should go away.

It might need more definition, but all sites really do. It's currently extremely common for a site to basically ignore what happened in the definition stage, because the people and amount of time that lapsed between the definition and site starting beta is huge. It's not so much that it would change, as it would continue to evolve. Also, it's fairly common for proposals to change drastically in the first days of the private beta, the idea is to have a more gradual shift during the commitment phase. If someone wants to drop their commitment, they can do so at any time.
