@JeffAtwood: I don't even think it's a good first line of defense. I'm not convinced there's more than a weak correlation between short questions and questions containing just links.

Agreed. I'm not sure this will actually fix the problem. I've often seen (and can probably dig up) questions with paragraphs of text and a link to code.
