comment What is community moderation, and what can I do to help?
"Link-only answers should be commented on and down voted. Nothing wring with flagging them, but we generally don't act on those." That sounds like a Physics.SE policy. My understanding is that link-only answers are either edited or deleted on SO (and on many other SE sites). Maybe that should be edited to be more general?

I'm not sure you answered my question. Flags don't come into play at all in this scenario. The downvote ocurred because I (a human) made the decision to close a question. Let's say I manually close a question as NARQ > I have a discussion with the OP via comments > he edits the post and leaves me a comment > I reopen the question. No flags were used or cleared. What is the end result? Is the downvote reversed? My experience is that it is at least sometimes reversed. However, the documentation on MSO says it is not reversed. Hence the confusion.

@RobertHarvey Those questions seemed pretty conclusive to me too, but I got some push back when I mentioned this, so I want an official answer. My experience is that the -1 is sometimes reversed when a question is reopened (even after some time delay), and I think there is some confusion as to what the correct behavior should be. I think it's a bug; probably related to this problem.

@BenBrocka I haven't found any evidence on MSO to support that. That said, I know from experience that the automatic -1 is sometimes reversed after a question is reopened. I don't think it happens all the time though. WRT this question, it's strange. My rep history displays +23 = (5 * +5) - 2. There is no +2 to reverse the -2. I'm pretty sure the -2 was from Tim's closure, because it matches the time (plus who would downvote such an awesome question :-) ) However, I know how much rep I had before I posted this question, and I can confirm that it's really +25 and not +23.

@BenBrocka Are you sure the downvote is reversed after reopening? See my comment above to Tim. I seem to remember that sometimes it does reverse and other times it doesn't. Kinda like what I'm seeing with the automatic downvote sometimes not sticking after a question is closed.

2) Are you sure about the downvote being reversed after reopening the question? I searched on Meta before posting this question, because I wanted to run my own science tests, but what I found was that the downvote is not reversed. See here and here. Also, take a look at my rep history, there are several +5 and one -2 for this question, but no +2 to reverse the downvote. I don't have enough rep to check the actual vote count on this question. Can someone check that?

@TinyTimPost Two comments. 1) Re: "can't repro on Meta", I've noticed that sometimes the downvote will stick and other times it won't. So I think more science experiments are needed on MSO to confirm.

@Shog9 #1, If you had actually looked at the link I provided, you would have seen that this wasn't some super secret mod action. I asked about the migration in the Webmasters chatroom, so that anyone in the Webmasters community could jump in. #2, It's not for me (or you) to decide what is appropriate for the Webmasters site. That should be left up to the Webmasters community. If the folks there are happy with a question and would like to see it migrated to their site, what is the big deal?

@Shog9 I asked Webmasters and they said they wanted it. I can see the benefit of blocking regular users from migrating these questions, but what's the point of blocking mods from doing it? If mods on both sites agree with the migration, what's the problem?
