That's up to you. Definitely leave a comment and explain what you think is wrong so that the author can correct/improve his/her answer.

"This makes it almost impossible to have an answer accepted in time before another answer comes in." There is a 15 minutes waiting time for accepting answers, to prevent exactly this, premature accepting of an answer. I'm pretty sure other answers will be added in the meantime, depending on the popularity of the question. Edit: This comment was made before the time was added.

@sum2000: This is something not related to SO, but rather common, e.g. in blogs. Each URL contains an identifier (e.g. the number of the question) which is then looked up in the database. Frameworks provide ways to examine and map those URLs. (en.wikipedia.org/wiki/Web_application_framework#URL_mapping)

@John: I'm talking about situations where URLs are examples, like as input for regular expressions. Often, these URLs are not valid anyway, like one.two.three.something (http://one.two.three.something)... linking them does not make sense. This was the question where I discovered this

It's because in vi you move between lines with j and k. And vi(m) is awesome... ;) (or maybe it's because people like to play nethack (and I assume nethack has it from vi)).
