Not considering the definition of "duplicate", but only looking at future visitors and "making the internet a better place": I'd say that I would more likely be in the fixed GMT case and in that case would prefer to use the answer to question 1 than the answer to question 2.

I'd say that GMT is quite common as sort of normalized time. I assume that's why it has the special option of parsing. When storing dates "underwater", you often don't need specific time zone information. Hence I don't agree that it's an edge case. It's not just a coincidence that it's fixed to GMT. I would even go as far as to say that if in this (or a similar) scenario a different time zone would be required, that that would be an edge case. Explicitly building in the flexibility of different time zones seems overkill.

@Molot, I totally agree. In the case of the specific question I linked it is a closer call. Still I think it is not a duplicate, but it still has been closed as such. I cannot vote te reopen it though.

comment Did anyone notice that some sites seem to be scraping/republishing SO's posts?
I especially like this remark on the site blocking page:"Sites will be blocked only for you, but Google may use everyone's blocking information to improve the ranking of search results overall.". I guess if enough people add them, Google might notice the problem.

revised Why was the flag for other: “Too Localized, …” for this question declined?
Editted to title to make it clear that I flagged as "other" with "too localized" in the description instead of flagged as "too localized".

comment enhance flag dialog box with more descriptive choices
I've had the same problem with the flag dialog where I didn't realize that there were more options, flagged as other and wrote "Too localized, blablabla".
