I suspect the user name "deathApril" might not be appropriate and the user should be prompted to choose a new name. The user's choice of name and profile picture might encourage "spam" comments not related to his questions and decrease credibility of his posts and of SO in general.

@BenBrocka: Sorry, but no. The problem isn't (usually) with the question, but with the lack of background on the part of the person asking it.

@BenBrocka: I can't agree. This is about answering questions -- and those questions are about the right subject matter, etc. In some cases, however, the only way to answer their question is to either write a book or direct them to an existing book.

@ChrisF: This question was merged into the tag wiki for a while, and no that didn't work (pretty much at all). It wasn't (sufficiently) accessible, which is crucial. I'm not sure adding a tab will be enough either, but I think the combination of a tab and easy linking to it from duplicates is likely to help at least some.
