Well yeah it would - it would mean that non-US residents (that have non-US IPSs) would still be able to access Stack Overflow.

@PeeHaa Every law every country ever passes affects me in some way, does the "it affects me" argument really give me a right to get involved in (for example) the US policy on abortions or stem cell research?

True, actually when editing that post it never occurred to me that the code sample should have been part of the list item, just that it should be formatted as a code sample.
