See, there's a correlation between the likelihood of an attack and the lengths you should go to protect against it. Given that even just a single CAPTCHA, invoked for each account by a login from a new IP, will throw off a whole mass-attack of bots against high-rep SO accounts (a "threat", I remind you, that has never happened nor is it even likely), repeated invocations of CAPTCHAs against users just do not make any sense.
