Most people want to stick their head in the sand and ignore problems, in an effort to avoid conflict. I refuse to be that passive person. Problems are there to be fixed, which means that first they have to identified. Denial is not just a river in Egypt.

The first paragraph is the answer, but in the second case, I would see three undelete votes (usually). I've seen that phenomenon before. It looks like @gnostradamus has the (now deleted) answer to that.

@Saul, I enjoy some of those questions also, but they're not appropriate for Stack Overflow. It dimishes (weakens) it's effectiveness as a Q & A site.

I post anyway, trying to get all the small votes I can to add up to get the tag badges (Excel & VBA), but I'm a pretty stubborn goal-oriented fellow.

because most all of those badges take a lot of votes, so in niche tags where there aren't a lot of votes it would give incentive. (Tumbleweed is a red herring here).

All of the upvote badges require more upvotes than most niche posts generate. It encourages "answer questions" in niche tags knowing that you may not get many votes, but there's a badge out there on the horizon.
