Thanks. I thought this was correct also, editing makes more sense for minor mistakes. I agree with you but I think @Downvoter is right in saying the only way to un-downvote or upvote is if I edit my answer, so I took his advice... Anyone else want to weigh in on the proper action in this scenario?

It does answer part of your question. You asked: "I'm really at a loss for how to give my question more visibility (and more incentive) while being so restricted as a new user to the site? Is this the way it should be?" If you answer more questions, you get rep points and badges, which are displayed next to questions you ask. These show other members you're a serious user and people will be more likely to answer your question. Also, you can use the rep you earn to start a bounty.
