Questions with bounties get a lot of attention - that is their purpose and it works well - if you had a genuinely good answer it would have a net-positive vote count - in all likely hood, if you had an at-least passable answer "tactical voting" might have even prompted a sympathy up vote - but as it stands in the question you've linked to you appear to have answered a question with a post that raises more questions... this isn't really a strong argument for taking down the whole system.

Plagiarism detection flags potential issues but at the end of the day there's surely still a human element that can verify it, "Ye that's Stack Overflow, we were made aware of that - we'll let that slide..."? Do we know of any institutions with such strict criteria? It sounds somewhat restrictive to the learning process - in any case it still shouldn't be the community's responsibility if someone decides to chance it.

comment Would a tagging “metonym” feature be overkill?
A tag having a different meaning next to two others is ambiguous and arguably / conceptually not useful in that scenario - kind of defeats the purpose of taxonomy. If a tag does happen to be highly specific in relation to another then surely the one it's a metonym for either doesn't belong or is unnecessary fluff in that context? Can you think of a good example that would contradict this?
