The vote count is the split between the upvotes and downvotes that a post has. Seeing this is a privilege granted to users who have achieved the "established user" status. On Stack Overflow, a user gains the "established user" status once (s)he has earned 1000 reputation points.

Once this privilege is earned, the user can click on the score next to a post, and see how the score of the post broken down in upvotes and downvotes:
