I mistakenly created a new account while trying to add a StackExchange OpenID login.
I found that if I logged into the newly created account and deleted it I could then log back into my old account and add the new OpenID login under "my logins".

Might be an issue with Blogger's implementation of OpenID. Try this:
Log into Blogger in a separate tab.
Come back and log into the StackOverflow.
The credentials are cached and it won't send you to the login page, you'll just get logged right in.

Go here and fill out the form where it says "If you have lost access to your duplicate account" and SE will merge them for you. Be prepared to provide some information (like the email address you specified in the profile of the orphaned account) that proves the account is yours.

Stack Exchange is an entire network of sites. When you create your first account on any particular site (like Stack Overflow, English Language & Usage, Arqade, etc), you will only automatically get a global network account.
