The questionnaire should absolutely be mandatory. While I haven't analyzed previous elections, I would guess that higher rep users are carried in elections. This election, it has led to a particular candidate to completely ignore requests to participate in chat or the questionnaire. Go a step further, make it mandatory for voters to read too. Or at least page through like the about page. An uninformed vote is worse than no vote at all.

Requiring the questionnaire doesn't actually solve any problems. I like the questionnaire. I really do. Requiring it, though, doesn't seem to address any existing significant concern, so I'm not sure it needs to be changed.
