Questions can be migrated up to 60 days after being asked. See Disable migration for questions older than 60 days
You have to assume that everything is logged somewhere - how long that's retained and who has access to it depends a lot on the specific data and scenario. As a more practical rule, you should figure that moderators can see anything you can see when viewing your profile - the only exception I'm aware of there is your votes which are yours alone.
Another side effect of this that isn't mentioned in the question is that after 14 days (or however long a message is pinned, I forget atm) the message can't be repinned. You get the same error message. This is terribly annoying, forcing you to create the message all over again, and that is usually less than optimal. Can this be changed please?
If there were a list of well-known specific qualities, then SE would have not made the process of electing moderators a public one. The main quality IMO is: acceptance by people.
