You are right, I just tested it out with a similar question, and it still only requires 5 votes. One problem in the past has been migration issues, but that doesn't seem to be the case here meta.stackoverflow.com/questions/83748/… – Adam Davis Apr 16 '11 at 15:04

Last time I saw this sort of thing it was due to two close votes happening at the "same" time for the last vote needed, so the database got two updates, leaving 6 total votes to close. – Adam Davis Apr 16 '11 at 15:07

Race conditions are fun! I've seen this before, but it doesn't happen often. And it doesn't cause any trouble, so the team probably considers it low priority. – dmckee Apr 16 '11 at 15:30
