I'll use what actually happened (on SF) to try to clarify this bug.
OpenSSH -> SSH ssh-config -> OpenSSH
The First proposal got voted in, nothing wrong with that.
The second proposal can't be voted on because the pointed to tag is now a synonym, not a normal tag. If you try to propose ssh-config -> ssh, it will error that there is already a proposal for ssh-config. The existing proposal correctly shows up on the list of all synonym proposals.
The proposal goes away, or is converted to pointing to the now-synonym's parent tag.
