Does this (stack overflow) forum has any open source code? And if no, can anyone please, give me an open source code engine site, that is similar to Questions & Answers idea, based on phP / MySql? I've tried Question2Answer and several others, but I like exactly this engine of Stack overflow, so I'm searching for a like alternatives. And if there's no free engine, does any one know if I can buy something similar to stack overflow idea.

The answer on both parts is a resounding:

No

StackOverflow's source code is not available for sale at this current time, and alternatives to StackOverflow most likely do not have the polish that StackOverflow has.

If you really want to find an open source alternative, then YOU can put in the work to find it. I'm not going to waste my time listing out alternatives for you. They probably exist somewhere easily accessible from the Meta StackOverflow search bar anyway.
