It took several hours, but after gruesome work two girls scouring the ' net—with only one cup between them to store rep!—finally gathered up all the lost reputation points:

The key to their success was clues hidden in the new rep audit reports. Over the course of the next several weeks I will be returning this rep to those deserving souls that come up with the best uses for these new reports.
Some sort of custom, detailed graph control is an obvious choice, but even simple tools are needed to run locally and retrieve the reports so that personal downvoting history can be stripped before processing (if it's going to be uploaded anywhere).
