I am proposing a merge of winbugs and winbugs14. The winbugs14 refers to the latest (and last) version (1.4, released in 2007) of the WinBUGS software. From what I can see, there is no discernible difference in the usage of the tags by users. It is very unlikely that anyone would use an older version of WinBUGS (pre-2007), hence it would be sensible to merge the tags, keeping winbugs.
