I have one proposal for migration rules in "close -> off-topic" functionality.
Currently there are fixed list of stack sites where question can be moved.
Migration to other site is possible only by flagging question and reviewing by moderators.
This is OK and it makes sense.
However, list of sites should be dynamic.
My proposal is, If user who want to migrate question to other stack site already gain some reputation level (eg. 300) on target site (eg unix.stackexchange.com), this site should be in list.
This will guarantee that user has knowledge of target site's problematic.
Another topic is that the current logic allows anyone who can vote to close to migrate a question to a fixed list of sites, even if it not does not fit there, without any review/audit.
Let's review how it works now and how it can works if my proposal will be implemented
Current situation
Anyone who reach vote to close level can vote to move without any knowledge to 5 sites.

Proposal implemented - not enough reputation on any target sites
As you can see, user still may mark question as off-topic, but can not vote to move. Also important thing is link to reputation requirements.

Proposal implemented - reputation requirements reached on 2 sites
Note: Tim Yi Jiang mentioned that meta should be always there, but if question is technical specific, again, can end up in wrong place.
