There are some badges in stackoverflow, which can be awarded multiple times, like Notable Question. Is there any option to identify users having a highest number specific badge? I mean suppose in the case of Notable Question badge, is there an option to identify the person (or persons) having HIGHEST number of that badge? Is this possible?

You could use the Stack Exchange Data Explorer for this!

Who has earned a specific badge the most times?

Input the badge name you're interested in in the text box.

Here's the "Great Answer" badge results:
