I noticed that and have tag wiki excerpts that indicate that they refer to the same thing, so I think they should be synonyms. Both seem to be unambiguous and they have about the same number of questions, so I can't tell which should be the master tag

[south] can't be the master tag, because it's a general term. I'm not sure it can even be a synonym; surely south can refer to more than just [django-south] – Robert Harvey Jan 13 '12 at 17:34
@RobertHarvey The tag wiki for [south] mentions only the django tool, so I assumed that that is the only programming related use of the word. – murgatroid99 Jan 13 '12 at 17:37
