Been noticing this for awhile; I'm sure if this is a bug or not. Gonna tag it as one.

I've noticed that there are some answers which you cannot convert to a comment in the flags list, but you can on the actual answer. Here's the latest example:

It's got to be some Atwood-gorithm for restricting flags under certain conditions (1-rep users?) from being converted. I'd love to get some clarification on what those conditions are, though. –  Robert Harvey Nov 28 '11 at 17:09

If the button is greyed out in the flags list, it's because the system wants you to know about and look at the comments also on that post.

They may need to be schuppered along with the comment-answer or just left at the dock.

If you hover over the button there should be a tooltip that says that there are other comments dangling with it and you need to check out the full context.
