The system of determining when someone should be banned on Meta is not very good.
Take my account for instance, I have got only three questions with negative votes and now I'm banned from asking new questions. Presumably because I don't ask many questions at all, I've only got six in total (since last December), and the system concluded that a user that has half the questions severely downvoted can't ask good questions, period.
So first of all, the FAQ should change. It now literally says "Voting here works a bit differently (...) Please don't be concerned if you receive downvotes – members of the community may simply disagree". Well, if it can get you banned, you should be concerned!
So the whole "downvotes work differently on Meta" thought pattern is a mistake. It gives people the idea that downvoting won't matter, that they can downvote anything they don't fully agree with, meanwhile sending many well-meaning posters over the edge of the banning threshold. Think before you downvote, folks! Is the question really that bad that you never want to see any other questions from this person again?
And people who've been banned are always directed to this answer, which gives a number of reasons for getting banned. But those reasons are not the same for Meta! For instance, "users who can't be bothered to form sentences" may be a good reason for getting downvotes on the main site (even if everybody says that downvoting is not the right kind of response - you should edit, not downvote, questions with bad syntax), but here on Meta, the only reason that seems to exist for downvoting is disagreement.
In addition, the hints given in this answer to get the ban lifted aren't very helpful. First of all, it says to edit your existing questions to make them better. But that's silly. If I edit my questions, what good will that do? Since they have so many downvotes, they won't reappear on the front page anyway. So people will have to perform an active search for them. And who wants do do a search for questions that are downvoted, closed, AND answered already? Nobody does that! So my questions will remain untouched, no matter how good I can make them.
Also, the concept that it might just be a matter of rep, that someone may just need a little amount of rep more to get the ban lifted is not correct. I have hundreds of rep more now than when I asked my last question and I still can't post again.

You know what would be a good reason for a ban on Meta? People who come here whining that their posts on the main site were closed, and asking why. The close messages do say why in VERY BIG LETTERS already, so can't those people just learn from that? Those are the questions we don't need in here! While suggestions like this one, even if we all disagree, are the ones that should be welcomed.
TL;DR:
Don't ban Meta users for posting bad questions.
